Why public work is always slow?

The poor quality of public works.

The public works in India are always of poor quality and work is completed always late. 

Here is why:

Both have dug up these old tiles together. Now both are going to dump the old tiles. 

Do you notice something?

The man in turban is walking/following the rickshaw without logical reason. He could continue to keep digging while other returns but no both are together chatting all the way. 

As regard poor workmanship. They are hired cheap by contractor and they are part time workers who are agriculturist in better times.
